toilette paper shortages during the pandemic weren't a result of panic buying. they were the result of changing needs. the type of tp used at businesses (large rolls of cheap paper) were used much less and sat on shelves while the type used at home ran out because the total tp usage was pretty stable but basically none of it was in offices and much more of it was in homes. the supply chain adjusted after a couple of months and the shortages ended.
